NPS Permit Application Process
Thousands of permitted activities take place each year on the National Mall and Memorial Parks. The National Park Service uses permits so those events can happen safely, share the grounds with other visitors, and leave memorials and turf in usable condition. If you are planning an organized gathering on parkland in Washington DC, start with the official process—not with décor or a vendor hold.

What a Permit Is
A permit is written authorization to conduct an activity on land administered by the National Park Service. It sets conditions for safety, resource protection, and normal park visitation.
Permits are generally required for activities that are organized, outside ordinary visitor use, or need to be regulated. More than 4,000 permitted activities occur at National Mall and Memorial Parks each year. Locations are granted on a first-come, first-served basis.
Which Application You Need
The form depends on the activity:
- Demonstration or special event: used for most permitted activities, including many First Amendment gatherings
- Special use / wedding permit: used primarily for weddings and some organized sports
- Filming and photography permit: used when that separate application is required
- Private reception permit: used only for designated private reception areas
- Other specific permits: wreath-layings, military ceremonies, races, picnics, construction, and similar uses have their own pages

How to Apply
Online
Use the NPS National Capital Region online permit system at ncrpermits.nps.gov. You may need a Login.gov account to submit information and pay fees.
In person or by mail
Applications may be delivered Monday through Friday, 8 a.m. to 4 p.m., except federal holidays and other office closures.

Special-event applications are not accepted by fax or email. In-person drop-off or overnight mail is recommended. Regular postal delivery can take 7–10 days, and the date-and-time stamp matters because sites are first-come, first-served.
Applications may be submitted up to one year in advance, including the first day of setup.
Application Fees
National Mall and Memorial Parks lists non-refundable application processing costs as:
- $120 with a special-event permit application
- $90 with a special-use wedding permit
- $90 with a filming and photography application
These fees cover processing. They are separate from later cost-recovery charges.
Cost Recovery, Insurance, and Other Conditions
If the activity is approved, additional costs may apply. Cost recovery reimburses NPS or U.S. Park Police for staff time, monitoring, or repairs so taxpayers do not carry the event. Recovery can range widely depending on size and scope.
Liability insurance is often required for special events and other special uses. The superintendent may waive it for some small, lower-risk activities. When insurance is required, the policy should name the United States of America as an additional insured.
First Amendment demonstrations are treated differently on insurance because the activity is a constitutional right.
Park rules also affect food, tents, fencing, turf protection, and whether money may be collected on parkland. Private receptions, for example, are limited to designated sites and must be clearly defined from general park use.
How Long Review Takes
Processing time depends on the activity. Simple requests may move in days. Complex events can take months and may require extra meetings, site layouts, equipment lists, and setup/cleanup schedules.
Apply early. A popular date on the Mall is not reserved until the application is received and processed in order.
Other NPS Sites Are Not Automatic
This process is for National Mall and Memorial Parks. Rock Creek Park, other DC-area parks, and Virginia or Maryland NPS sites have separate permit offices and forms. Do not assume a Mall permit covers a different park.
